Brownfields Remediation and Superfund Coordination

For a national brownfields real estate developer at a Superfund site in the Philadelphia suburbs, remediation activities were implemented in accordance with an EPA Record of Decision. The project addressed complex contaminants, including ammonia and cyanide, and required extensive agency negotiation and stakeholder coordination within an active community setting.

Successful execution demonstrated Synergy’s ability to manage high-visibility remediation while maintaining regulatory alignment and community engagement.

Complex PRP Remediation and Risk-Based Regulatory Approval

At the North Penn Area 6 Superfund site, Synergy supported a potentially responsible party through the implementation of a detailed Remedial Action Work Plan involving soil and groundwater remediation.

Key activities included:

  • Aquifer testing and hydrogeologic evaluation
  • Baseline risk assessment demonstrating groundwater capture
  • Regulatory approval of risk-based contaminant concentration levels

This work produced substantial cost savings that were incorporated into subsequent Consent Decrees governing multiple operating units at the site.

Multi-State Petroleum Portfolio Remediation and Insurance Structuring

Synergy has provided long-term environmental services for a major petroleum client across New Jersey, Pennsylvania, and New York, supporting a portfolio of more than 170 retail gasoline stations.

Services have included:

  • Environmental due diligence and permit transfers
  • Remediation system design, installation, and operation
  • Regulatory coordination with NJDEP, PADEP, and NYDEC
  • Cost-to-closure development and scope definition
  • Ongoing monitoring, reporting, and system maintenance

Funding strategies incorporated:

Remediation technologies deployed across the portfolio include air sparging, ozone injection, dual-phase extraction, soil vapor extraction, chemical treatment, and enhanced bioremediation.

Two-thirds of the New York portfolio sites have achieved regulatory closure.

Large-Scale Acquisition Support and Remediation to Closure

For a regional gasoline distributor, Synergy performed due diligence, investigation, remediation, and regulatory oversight supporting the acquisition of more than 260 gasoline stations within a five-year period.

Aggressive remedial strategies emphasized:

  • Achievement of regulatory closure and No Further Action status
  • Use of available state funding programs, including PA USTIF
  • Cost-efficient remediation system deployment
  • Remote monitoring through proprietary management technology

These efforts generated significant cost savings while accelerating site closure timelines.

Portfolio Phase I Environmental Site Assessments, Chicago Region

Synergy completed Phase I Environmental Site Assessments for 22 fuel-related facilities in Illinois and Indiana to support asset acquisition.

Work was performed in accordance with ASTM E1527 standards and federal All Appropriate Inquiry requirements and included:

  • Site inspections and historical records review
  • Regulatory database and agency file research
  • Environmental lien and activity limitation evaluation
  • Vapor migration screening
  • Comprehensive reporting within compressed transaction timelines

Recognized environmental condition summaries were delivered ahead of settlement deadlines.

Multi-State Phase I and Targeted Phase II Investigations, Virginia & West Virginia

For a confidential energy client, Synergy completed Phase I ESAs for 107 facilities, including bulk storage terminals, fuel stations, and corporate properties.

Limited Phase II investigations were conducted at selected sites and included:

  • Site-specific health and safety planning under federal HAZWOPER standards
  • Utility clearance and soft-dig excavation
  • Soil boring installation and groundwater sampling
  • Laboratory analysis and technical reporting

All investigation activities were completed within accelerated transaction schedules while maintaining regulatory compliance and technical defensibility.

Accelerated Groundwater Remediation and Closure Achievement

In East Petersburg, Synergy implemented an aggressive liquid-ring pump remediation system to address significant petroleum hydrocarbon groundwater impacts.

Regulatory closure was achieved in approximately 18 months, demonstrating the effectiveness of targeted system design, active performance monitoring, and decisive remedial implementation.
